Northpointe Council, Inc.

Formerly known as the Alcoholism Council in Niagara County, Northpointe Council, Inc., is a not-for-profit human service organization governed through its Board of Directors. The Council began operation in May of 1970 as the only alcoholism agency in Niagara County. The Council has been involved in education, counseling, treatment, emergency, and special services since its inception in 1970. It has grown from a skeleton crew of 10 employees to its present level of approximately 80 full and part time employees.
May 2015 marked the 45th anniversary for the Council.

Today the Council is the oldest alcohol substance abuse agency in Niagara County and for many people it remains the initial point of contact and entry into the system of substance abuse services. Its mission to provide high-quality client-centered prevention, intervention and treatment to those affected by chemical dependency and other addictions from the Greater Niagara Area has never changed.



The Council currently services the community with:

Prevention Education Program

The Prevention Education Program provides a wide range of services to promote responsible choices regarding alcohol, other drug use, gambling and to educate the community about alcoholism and addictive behaviors, particularly that they are preventable and treatable health issues. This is done using outcome based model programs to reduce alcohol, tobacco, other drug use and gambling by youth through on-site services in schools as well as community organizations. Selected curriculum teaches critical thinking and decision –making skills ensuring that participants have the ability to make healthy, appropriate choices about drugs, alcohol and gambling. Adult presentations made in conjunction with civic business, government and service organizations include topics such as prescription drug abuse, alcohol and substance abuse in older adults, fetal alcohol spectrum disorders and gambling.

Drinking Driver Program

Drinking Driver Program (DDP) operates in conjunction with the NYS Dept. of Motor Vehicles and educates those convicted of driving while intoxicated or impaired. The program seeks to prevent future incidents by identifying possible chemical addictions and providing early intervention services and referrals for further evaluation and/or treatment. All students must attend seven weekly classroom sessions for a total of 16 contact hours. Conditional licenses are granted solely to motorists enrolled in such a program. In addition, DDP is mandated participation for all plea bargain cases.

Employee Assistance Program

Employee Assistance Program (EAP) provides professional and confidential counseling, preventive education, and referral services to assist employees of client companies and their immediate family in resolving problems that affect their personal and professional lives. The program benefits both the organization – through increased productivity and reduced absenteeism – as well as the employees – by facilitating correction of job performance issues and identifying progressive problems early.

Outpatient Clinics

Outpatient Clinics are located in Niagara Falls and Lockport, New York. A satellite location at New Directions Wyndham Lawn Campus is also located in Lockport, NY. All services are confidential, as governed by NYS OASAS and federal confidentiality laws. Services are covered by most insurances with sliding scale self-pay fees available for individuals not covered by insurance. Counseling services are provided in individual, family and group settings.

Methadone Maintenance Treatment Program

Methadone Maintenance Treatment Program philosophy is based on the concept that chemical dependency is a disease that can be successfully treated. Through the use of methadone, the opiate dependent client can stop the use of heroin and all other opiate-based drugs without experiencing the painful symptoms associated with untreated withdrawal. Methadone maintenance allows individuals addicted to opiates an opportunity to focus on pursuing positive drug-free lifestyle choices.

Chemical Dependency Crisis Center

Chemical Dependency Crisis Center , known as First Step Center, is a 24-hour crisis center. Under direct supervision of nursing and counseling staff, the program offers non-medical detoxification and a sober environment in which people may safely begin the process of recovery. The clients served by the program are not in need of hospitalization.

Criminal Justice System Component

Criminal Justice System Component provides services to many individuals who are either referred or engaged by some component of the criminal justice system. Referrals from local county probation departments, Federal Probation, NYS Parole, local police agencies and attorneys are a main part of the criminal justice system network served by the Council’s programs.
